At present, diplomatic practices must address both differences in relations between states and the evolution of the fabric of transnational relations. There is no way to say whether, or when, a problem can be solved “objectively” by a formulated solution. In addition, each scenario is different and must be treated with care by different approaches. The increasing complexity of diplomatic agreements, which cover many areas beyond traditional conflicts, requires tailored solutions. Long before the Tang and Song Dynasty, the Chinese had sent emissaries to Central Asia, India and Persia, beginning with Zhang Qian in the 2nd century BC. Another notable event of Chinese diplomacy was Zhou Daguan`s mission to China in the Khmer Empire of Cambodia in the 13th century. Chinese diplomacy was a necessity in the particular period of Chinese exploration. Since the Tang Dynasty (618-907 AD), the Chinese have also invested heavily in sending diplomatic envoys abroad for broadcasts in the Indian Ocean, India, Persia, Arabia, East Africa and Egypt. Chinese shipping was greatly increased during the song Dynasty trading period, with new nautical technologies, many more private ship owners and an increasing number of economic investors in overseas companies.

Within the U.S. federal government, the State Department of the Presidential Department is the primary responsibility for conducting international diplomatic negotiations. Diplomatic relations begin with diplomatic recognition.366 A state`s jurisdiction for relations with other states is the responsibility for granting diplomatic recognition. There are two types of diplomatic recognition in international relations: the recognition of a state and the recognition of a government. Diplomatic recognition of a state or recognition of the state is an act by which the state that has the will to recognize declares that it will be on an equal footing with the recognized state. When a state wishes to establish a formal relationship with another state for the first time, the first state first informs the state state that it recognizes that it is equal and that the state is responsible for such relations. When discussing the two theories at the time of the creation of the state earlier in this book, recognition refers to the recognition of the state.367 The final outcome of the negotiations is usually a formal written communiqué or agreement that spells out the actions and responsibilities of each page. The best known, of course, is the treaty, a formal and written agreement between sovereign states or between countries and international organizations. In the United States, treaties are negotiated on the executive branch, of which the Department of Foreign Affairs is a member. Once negotiators have agreed to the terms of the treaty, the president sends the treaty to the U.S. Senate for “consultation and approval” of ratification or approval.

If the Senate agrees, the contract will be returned to the White House for the president`s signature. Many other countries have similar procedures for ratifying agreements and it may be many years before a treaty can be signed and implemented. While the United States signed a peace treaty with Japan in 1951 after World War II, it did not meet the conditions for peace with Germany until 1991, partly because Germany was divided at the end of the war.
